4-H is an informal educational program for boys and girls between kindergarten and 19 years of age. It offers young people opportunities to develop new interests, make new friends, learn life skills, develop leadership, and have fun. 4H leaders are supported in their efforts by WSU Extension agents who help conduct 4H projects and activities.

4-H/FFA Agriculture
The FFA Department is a national organization of boys and girls enrolled in Agricultural Education classes. The local unit is the Chapter in each school offering vocational education, under the supervision of the agriculture teacher who is always the local chapter advisor. The state unit includes all chapters in the state, under the supervision of the State Department of Education. The program includes the improvement of agriculture leading ultimately to the ownership of the farms and the development of good rural citizenship. Participation in fairs and livestock shows is recognized as having educational value as well as stimulation for better results and fine projects, under supervision of the qualified Chapter Advisor and with the cooperation of the Fair's management.


Rules & Regulations:
  1. General rules and regulations will apply to all entries in the 4-H and FFA sections.
  2. The Washington State 4H Youth Development Program Policy, EM 0758E, will apply to all entries in the 4H section, as a minimum requirement.
  3. 4-H - recorded as last year completed:
    Primary: Kindergarten " 2nd grade
    Junior: Grades 3, 4, 5
    Intermediate: Grades 6, 7,8
    Senior: Grades 9, 10, 11, 12
    FFA - grade is recorded as year currently enrolled in.
    Novice: Grades 9, 10
    Advance: Grades 11, 12 (see Beef Dept., Section 2 for exception)
    No youth may show in the 4-H or FFA classes after he or she exceeded six months beyond Grade 12 graduation.
  4. Primary 4-H members are encouraged to exhibit at the fair in the appropriate departments, divisions or classes; however, they are not to be judged on a competitive basis. Participation ribbons and/or other awards will be given to primary members.
  5. Livestock that is shown in 4H and FFA classes cannot be shown in open class. No individual may show the same class of livestock in both 4H and FFA department.
  6. No exhibitor shall make more than two entries in any class. (See Junior Market Stock Sale for Special Rules.)
  7. All animals to be shown shall be entered by August 1. 4-H and FFA members shall have their 4-H leader or FFA advisor sign their entry forms.
  8. Youth entering livestock such as beef, horses, goats, swine or sheep shall be able to handle and control said animal to insure safety of exhibitors, volunteers and the general public.
  9. All animals entered shall meet the animal health requirements as outlined in this book.
  10. 4-H members shall exhibit only those articles made or animals cared for during the current 4-H year. The 4H year runs from October 1 " September 30.
  11. 4-H members shall exhibit or compete only in the project in which they are enrolled. Exhibits shall be different enterprise than FFA, FCCLA or school projects.
  12. Animals from same farm can and will be put together due to limited number of pens.
  13. All 4-H/FFA exhibitors showing animal projects shall enter a Fitting and Showing class with their animal in each division entered. Show scheduling problems shall be resolved with Superintendent approval. Participation in other classes is optional.
  14. The Palouse Empire Fair does not charge a stall fee; the Fair will furnish bedding. Each exhibitor is encouraged not to waste the bedding material.
  15. Exhibitors shall furnish their own feed (including hay), feed boxes, and water containers.
  16. Judges will award exhibitors premium points to which they are entitled, regardless of competition, using the Danish system.
  17. All premium money will be prorated to all those who take part according to the number of points each contestant earns.
  18. Ribbons will be given to each placing where the judge believes a ribbon is deserving. Only blue ribbon animals will compete for Grand Champion and Reserve Grand Champion.
  19. Additional regulations applying to specific sections will be found under that section.
  20. Each livestock exhibitor is to give daily care to his/her animals and to clean pens and stalls before 8 a.m. daily including Sunday. Washing of sheep will be at the discretion of the Superintendent.
  21. RESPONSIBILITY OF OWNER: Exhibitors shall show their own animal. Only legitimate reasons for "absentee" showing will be accepted. The exhibitor must request permission from the barn superintendent if he/she cannot be present to show or sell his/her animal.

Exhibitor is responsible to see that his/her animal is not overlooked in any phase of the show. All animals shall be properly fitted and exhibited by the owner to be eligible for the sale and premium money. Stalls, pens and animals are to be kept clean at all times, including after the sale and through Sunday at 5 p.m.

The Palouse Empire Fair supports the IAFE National Code of Show Ring ethics and by exhibition at this fair, all exhibitors agree to be bound by same rules and regulations.


Animal Health and the Use of Illegal Substances
The use of illegal drugs and/or the improper use of animal health products or foreign substances shall not be tolerated in the Washington State 4H Youth Development Program. Extension personnel, 4-H volunteers, families, youth, and fair/show officials have a legal and moral obligation not to misuse these products. We have the responsibility to tell others not to use these substances, and to report those who do use any illegal substance.
The administration of any drug or medication, which could affect an animal's performance resulting in an unfair advantage or the disposition of the animal, is unacceptable. Additionally, there are federal penalties for using illegal substances in animals that are going into the nation's food supply.


Livestock: Presentation of Champions
The Presentation of Champions shall consist of Champion and Reserve Champion youth winners (Open, 4-H, and FFA) in any of the livestock, horse or small animal divisions. The superintendent shall determine the number of participants per division. A listing of Champion participants shall be submitted to the Fair Office by division superintendents no later than Saturday evening.


Junior Market Stock Sale Committee

The Palouse Empire Junior Market Stock Sale Association in conjunction with the Palouse Empire Fair will sponsor the sale. A deduction will be made from sale price and support money to pay expenses and freight.


General Rules & Regulations:
Eligibility: This sale is open only to 4-H and FFA members in good standing who have completed the Whitman County Quality Assurance Program, as certified by a registered Whitman County Quality Assurance Instructor, and who submit a record of health at weigh-in time.


Sale Limitations:
  1. Only one animal per exhibitor will go through the sale. Second animals can either be turned to packer or taken home by exhibitor. Animals going home must be identified at weigh in. Lambs and hogs will be tagged by color as follows:
    Yellow tags - Sale Animals
    Red tags - for Turn Animals
    Green tags - Take Home
  2. The Grand Champions and Reserve Champions can be sold through the sales ring regardless of designation.
  3. FFA Grand Champions will sell first on even-numbered years; 4-H Grand Champions will sell first on odd-numbered years.
  4. The Reserve Grand Champion will be No. 3 and 4 in the sale order. The sale order for classes of livestock (beef, sheep, swine) will be decided upon by the committee on a yearly basis.
  5. Heavy Muscled Lambs: Heavy muscled lambs will not be allowed to go through the Market sale or be entered in a market class. They can be shown in the appropriate breed class.
  6. Length of Ownership: Member shall have owned and had in his/her possession and care, his/her lambs and hogs not less than 60 days prior to the weigh-in time of the Fair on Wed, of fair week. All STEERS MUST BE WEIGHED-IN ON THE DESIGNATED WEIGH "IN DATES POSTED BY THE LIVESTOCK COMMITTEE. At this time, steers will be tagged with tamper proof tags and must have the same tag in their ear when arriving at the Fair
  7. Weight Limits: Minimum actual weight for steers is 1000 lbs. No maximum weight. Any steer dropped after January 1 of previous year, will be eligible. Minimum weight for lambs is 100 lbs. Maximum weight is 160 lbs. Lambs shall not show yearling teeth. Minimum weight for swine is 240 lbs. Maximum weight is 300 lbs. THERE WILL BE NO RE-WEIGHING OF ANIMALS. Animals not making weight class, with the exception of swine, which must meet minimum weight, at weighing time may be shown in fitting and showing if no other animal is available.
  8. Grading: Grading will be done at time stock is judged and on the basis of market grades. Steers shall grade U.S. Select or better; lambs U.S. Good or better; and hogs shall grade U.S. No. 2 or better to be eligible for sale.
    Special emphasis will be made to have the desirable prime or choice steers and lambs placed in the blue ribbon class. Steers below Select will receive white ribbons. Hogs grading U.S. No. 1 will receive blue ribbons; U.S. No. 2 red ribbons; and U.S. No. 3 white ribbons.
    Brand (haul) slips signed by the exhibitor shall be turned in to the Beef Superintendent(s) BEFORE steers will be weighed on Wednesday as they are unloaded, no exceptions. All branded steers will ALSO require an official valid Washington State Brand Inspection certificate issued by a state inspector or a valid, signed Washington State Dept. of Ag Self-Inspection Certificate showing exhibitor as the legal owner.     Animals consigned to the sale shall not be entered in any other class except the appropriate Fitting and Showing class.
  9. ATTENTION EXHIBITORS: The use of antibiotics, tranquilizers and other drugs with any meat animal is contrary to meat inspection regulations. There is a zero tolerance for antibiotics, tranquilizers and many other drugs in most food animals. Samples may be collected from animals for testing purposes. Any animal or carcass that shows evidence of having an injection will be retained by orders of the State or Federal meat inspector. If any detectable amounts of antibiotics or other drugs are found, the entire carcass will be condemned and the exhibitor will not receive payment for the animal. This would also apply to carcasses condemned because of disease.
  10. To participate in the Palouse Empire Fair Jr. Market Stock Sale or turn an animal to the packer: The Exhibitor must complete the Whitman County Quality Assurance Program prior to August 1, and give their completed Market Animal Health Record to the Superintendent at time of Fair weigh-in. Animals will not be weighed until the completed Health Record is produced. Beef, Sheep, and Swine health records are available in the WSU/Whit. Co. Extension Office or accessed from the website http://4h.wsu.edu . Failure to comply with the Whitman County Quality Assurance Program will prohibit the youth exhibitor from participating in the Palouse Empire Fair Jr Market Stock Sale or turning an animal to the packer.
  11. Steers, hogs, and lambs must receive blue or red ribbons to go through the sale. No white ribbon animals will be allowed to sell. They will remain the responsibility of the owner.
  12. No animal that has been exhibited and sold through another Junior Market Stock Sale is eligible to show and sell in this sale.

NOTE: Floor Price on turn steers will be exact amount paid by the packer based on quality yield grade of individual animal. Any docks on carcass price by packer will be passed on to seller.


General Rules For Fitting and Showing:
  1. Any 4-H or FFA member may enter this contest with his or her own animal.
  2. The contestant shall do all work in connection with the Fitting and Showing contest.
  3. The 4-H and FFA Fitting and Showing contestants will be divided into separate 4-H and FFA classes if there are sufficient entries, at the discretion of the superintendent.
  4. Showing will be by kind of livestock (beef, swine, lamb). Entries need not be entered in another class.
  5. Awards will be on the basis of:
    a. Presentation for showing
    b. Showing of animal
    c. Appearance of the exhibitor
  6. An over-all Champion and Reserve Champion will be determined from 4-H Junior, Intermediate and Senior classes combined. An over-all Champion and Reserve Champion will be determined from the FFA novice and advanced classes combined.

Grand Champion winners are eligible to compete in the Ernie Dippel Round Robin contest.

Livestock Judging Contests

Contest open to FFA Chapters and to all 4-H members.
  1. Each contestant will place at least three classes of livestock (sheep, swine and beef).
  2. Each contestant will yield grade at least 5 market steers, 4-H being the exception.
  3. Suitable banners will be awarded to the three top placing FFA teams and prizes to the three top 4-H individuals (in each age group.)
  4. Registration for 4-H youth will be at 8:30 a.m. sharp in the YAP barn for the livestock judging contest on Saturday.

Memorial L. Clint Luce Livestock Judging Contest Award
This award (certificate) is given to the Whitman County 4H member who has the highest total combined number of points in swine, beef and sheep judging at the Palouse Empire Fair contest. It is given on behalf of Clint Luce, a former Cooperative Extension agent who strongly felt that judging teaches important skills useful to youth throughout their lives.


PNW Farmers Cooperative Market Stock Fitting and Showing Contest
PNW Farmers Cooperative will award $10.00 to each animal that goes through the Jr Market Stock Sale in 4H and FFA Market Stock Steers, Lambs and Swine Fitting and Showing.


Ernie Dippel Round Robin Memorial
First Prize: $200.00
Second Prize: $100.00

  • Open to all 4-H and FFA members selling an animal in this year's Junior Market Stock Sale.
  • Open to Fitting and Showing Champions in the three sale animal classes " Beef, Sheep and Swine only.
  • Contestants shall compete on all three animals to be judged Round Robin Champion.
  • The Round Robin contest will be on Saturday, starting in the Swine barn, check with superintendents for time. Questions, contact Mary Beth Harvey in the Beef Barn. (If there is a tie, each winner will receive the designated prize money.)
  • Competition order " Swine, sheep and beef.

Champion Small Animal Showman
Open to all 4-H (except primary), FFA, and Open Class Youth Fitting and Showing Champions exhibiting a goat, OR rabbit, OR chicken, OR cavies. Contestants shall compete on all three species to be judged champion. In the event of a tie, a tiebreaker will be arranged.
Competition order to be determined by Superintendent.




Old McDonald's Barn, Whitman County 4-H
Old McDonald's Barn is a petting farmyard with unique and friendly animals for people of all ages to enjoy. 4-H youth and adults are available to answer questions and assist in the handling of animals. Due to limited space, a unique, interesting variety of animals shall be selected by the committee from the applications received. Individuals who provide animals for exhibit will receive 50 premium points. Deadline for entry is August 1, contact the WSU/Whitman County Extension Office at 310 N. Palouse Empire Cattle/Sheep/Swine Herdsmanship Awards
Open to all 4-H, FFA members, or youth exhibitors in Whitman County. Daily awards will be awarded to the club, chapter or individual with the highest daily score. (Score shall be 60 points or more to qualify.) Sweepstakes award may be given to the club, chapter or individual with the highest total points of all four days.


Whitman County Cattlemen's Association Award
The Whitman County Cattlemen's Association will give cash awards for overall groups in both 4-H and FFA for first, second and third places in the amounts of $25, $15, and $10 in the Beef Division.
NOTE: Additional points (up to 20) will be added to the total four-day herdsmanship score for educational material exhibited by CLUBS in the Beef Barn.

Jane Lyman Memorial Award
Each Fair, a committee of judges within the Beef Barn will pick an exhibitor, 4-H or FFA the best exemplifies the traits of past barn Superintendent Jane Lyman. This includes but is not limited to: Leadership, sportsmanship, willingness to help others, integrity, involvement and dedication to the Beef Barn, care and concern for others. The winner of the award will win a belt buckle that will be given before the start of the Beef sale each year.

  1. All steers will be entered in Class 1 and they will be divided into classes according to weight or breed at the discretion of the superintendent. Steers must have been weighed-in and tagged at the appropriate time and place specified in the rules of the Junior Market Stock Sale earlier.

Market steers receiving a Blue or Red ribbon must go through the Junior Market Stock Sale, except for 2nd steer of exhibitor with two steers. One steer goes thru the sale, 2nd steer maybe turned to the packer or taken home by the exhibitor. Exhibitors with two steers are to report to the Beef Superintendent at the completion of all market classes Thursday, noting which steer ear tag # is to be sold and destination of 2nd steer.


Division 3: 4-H Breeding Stock

All cattle must be healthy, halter broken and properly fitted. ALL BULLS OVER EIGHT MONTHS OF AGE ARE REQUIRED TO BE SHOWN WITH NOSE RING.


Award
Champion and Reserve Champion ribbons (not rosettes) will be awarded to the first and second place BLUE RIBBON animals of each breed. Those animals will then compete for Grand Champion and Reserve Grand Champion.

All entries in this division must be properly fitted.

The following are classes in each of the major beef breed:

  1. Cow with calf at side; calf must be under 205 days and cannot be entered in any other class at this show.
  2. Dry cow, over 2 years

NOTE: 4-H youth are only allowed to show bull calves under 1 year. 4-H are not allowed to show in class 5 or 6.

Steers can be of any breed or cross, but cannot be over 12 months of age. All steers must be halter broken.

McIntosh and Bar-R Cattle Co., Carcass of Merit Award

McIntosh Angus Ranch and Bar-R Cattle Co. of Pullman, Washington, will award first, second and third place carcass awards in the amounts of $100, $70, and $30.
General: To be eligible, a steer must be slaughtered at one of the two designated plants. Steers competing for Carcass of Merit Awards may be entered in the Premier Steer Awards competition.

Objectives:
  1. To identify steers that produce desirable high cut ability, high quality carcasses.
  2. To identify variations in the characteristics that affect differences in carcass value.
    Carcass of Merit Requirements:
    a. Minimum of 550 lbs. Warm carcass weight
    b. Maximum of .1 inch back fat per 100 lbs. Of warm carcass weight
    c. Meet minimum rib eye area, as defined by USDA, based on carcass weight using the following schedule:

    All exhibitors with carcasses meeting the above requirements will receive a Carcass of Merit Certificate. Carcasses qualifying for Carcass of Merit Awards will be indexed weighing quality grade and yield grades equally. The carcass with the highest index will be 1st, etc.
Indexing Procedure:
Steps:
  1. Determine yield grade to the nearest 1/10 of a grade and convert this to cutability percent (yield of boneless retail cuts from the round, loin, rib and chuck).
  2. Determine the quality grade in terms of thirds of USDA grades.
  3. Beginning at Low Choice (the lowest level of acceptable for carcasses in the competition) add .8 to the cut ability percent for each 1/3-grade increase in quality above Low Choice.

Premier Steer - PNW Farmers Cooperative, Colfax Grange Supply

PNW Farmers Cooperative and Colfax Grange Supply will award first, second and third place awards in the amounts of $100, $70 and $30.


Division 6: Premier Steer

Points: Blue-100, Red-75, White-50
General:
To be eligible (a) a steer must be weighed in at the Palouse Empire Fairgrounds on one of the official weigh in dates. For more information, call the Fair Office at 509-397-6263. In addition, steers will be tagged at this time by the Beef superintendent and/or the County agent; and (b) this same steer must be shown at the Fair and slaughtered as described under carcass of Merit award.

Objective:
  1. To identify fast-gaining modern type steers that produce high cut ability carcasses with acceptable quality.
  2. To help individuals relate live animal characteristics to carcass merit.

Premier Steer Carcass Requirements: Same as for Carcass of Merit requirements with the exceptions that U.S. Select quality is the minimum instead of U.S. Choice.

Rate of Gain Requirements:
A steer must gain a minimum of 2.25 lbs. Per day from designated weigh-in dates.

All exhibitors with steers meeting the above carcass and rate of gain requirements will receive a Premier Steer Certificate.

Premier Steer Index Procedure:
The index will be calculated with average daily gain and carcass merit valued equally. Carcass merit will be determined by the carcass of merit index procedure outlined above with additional index adjustment for Select grade carcasses. U.S. Select grade beef will be included in this procedure by averaging the most recent six months of price data on differences by grade. This price differential will then be incorporated into the final carcass index, using a procedure which ratios the value of quality grade difference with the value of yield grade difference to produce an adjustment factor for Select carcasses. This method thus allows Select grade carcasses to compete in the Premier Steer Contest with an appropriated discount factor.

Champion and Reserve Champion ribbons (rosette) will be awarded to the top two indexing Premier Steer carcasses. Ribbons will be awarded to all Premier Steer entries. Points will be awarded as follows: Blue-75, Red-45, White-25
Awards will be presented at the Carcass Evaluation meeting held in October.


Mark Oldenburg Award
The Mark Oldenburg Traveling Trophy will be awarded to the 1st place winner in the Premier Steer Carcass Contest and is to be kept for one year.


Joe Palumbo Memorial Award
The Joe Palumbo Traveling Trophy will be awarded to the 1st place winner in the McIntosh Beef Carcass of Merit Contest and is kept for one year.


Washington State Simmental Steer Award
The Washington State Simmental Association will award a belt buckle to the 4-H or FFA Grand Champion Market steer if the following requirements are met:

  1. The animal shall be entered as a Simmental or a Crossbred Simmental with a stall card stating the sire and dam, date of birth, percentage of Simmental and name of breeder.

Washington State Simmental Carcass Award
The Washington State Simmental Association shall award a trophy to the Grand Champion steer carcass. To be eligible the following requirements shall be met:

  1. There shall be a carcass contest or evaluation under the direction of the sponsoring Junior Livestock Show or Sale.
  2. There shall be a minimum of 15 carcasses in competition (all breeds).
  3. The carcass must be from an animal, which was at least half Simmental; the offspring of a purebred Simmental bull, or a purebred Simmental cow. The animal's parentage must be able to be verified by the American Simmental Association.
  4. The animal shall be entered as a Simmental or a Crossbred Simmental stating the sire of the animal, date of birth, percentage of Simmental and name of breeder.
  5. The carcasses shall be graded by a U.S.D.A. or qualified grader and grade low choice or better.
  6. The results shall be made available to the exhibitors as well as breeders of the animals.
  7. The Show Management shall certify and inform the Junior Livestock Chairman of the Washington State Simmental Association of the results by supplying the following information:
    a. The carcass contest evaluation sheet
    b. Name and address of contest winner
    c. Sire and Dam of animal, date of birth, percentage of Simmental, name of breeder
    d. Name and address of local paper

Western States Angus Auxiliary Award
The Western States Angus Auxiliary, may award a silver trophy to the outstanding 4H Angus exhibitor and/or to the outstanding FFA Angus exhibitor. The judge of the Junior Beef Show will be asked to make the selection of the winner based on show ring placing of individual animals and placing in showmanship. The following point system must be followed:

Conformation placing:
50 points: Grand Champion
30 points: Reserve Grand Champion
Showmanship placing:
25 points: First
15 points: Second
10 points: Third
6 points: Will be awarded for participation in showmanship.

If steers and breeding animals are both exhibited, points may be combined to select a winner.

This contest is open to exhibitors with one or more breeding and/or market animal. For market steers, this award should go to the highest placing predominately black steer with Angus percentage (50 points). It must be kept in mind that the purpose of this award is the promotion of the Angus breed. The winning of the Auxiliary trophy in previous years shall not exclude an exhibitor from winning it again.


Junior Shorthorn Award - J & J Polled Shorthorns, Colfax

This contest is open to any 4H or FFA member who is exhibiting a registered Shorthorn female, or a purebred or crossbred market of feeder steer that is sired by a registered Shorthorn bull. A statement signed by the owner of that sire must be included.

A trophy and belt buckle will be awarded to the winner and a $25.00 bonus will be included if the animal was bred or purchased from J & J Polled Shorthorns.

Official Scrapie Tag Requirement
All female sheep and goats, intact breeding males, must be identified with an official Federal Scrapie Flock Identification Tag prior to being admitted for exhibition or sale at the Palouse Empire Fair. This requirement is in compliance with Washington Administrative Code (WAC) Chapter 16-89 "Sheep and Goat Scrapie Disease Control". Listed sheep or goats without proper identification will be refused entry into the Palouse Empire Fair.

No washing of sheep at Fair without permission of Sheep Barn Superintendent.

Lamb Tail Docking:
Scientific research indicates that the incidence of rectal prolapse is reduced when the tail is docked in a non-extreme manner. Complete tail removal(extreme docking) is not an accepted sheep production practice and will be discouraged at the Palouse Empire Fair. In order to determine extreme docking, the gray tail docking measuring device will be used. The device will be raised in a vertical plane and should catch enough tail to lift: this is comparable to two fingers width. A violation has occurred if there is inadequate tail to lift. The exhibitor will be informed with a correction expected for future Palouse Empire Fair participation.

The purpose of this Division is to promote the use of wool and wool products.

  1. This division is open to all 4-H and FFA members.
  2. The outfit can be constructed by the exhibitor, by someone else, or purchased. Material must contain at least 60% wool. Additional judging points in the amounts of 50 and 25 will be awarded to those outfits sewn by the exhibitor, respectively, out of the total of 150 points.
  3. The lamb shall be a ewe or wether lamb under one year of age. This lamb may be entered in another class.
  4. To be judged, the exhibitor will wear his or her outfit and lead his or her lamb with a halter.
  5. Entries will be judged on poise, attractiveness, design and fit of the outfit, promotion and use of wool and quality and training of the lamb.
  6. All exhibitors must be pre-entered. Commentary sheets may be picked up at Fair office in Colfax and returned to office by August 15.
  7. No article shall have been entered in a previous Palouse Empire Fair. However, if the exhibitor has a wool outfit entered in the Fashion Revue for this year, it may also be used in this class.
  8. There will be a Junior, Intermediate and a Senior division. Minimum entry in each class is three contestants. Junior " Grades 3-5; Intermediate " Grades 6-8; Senior " Grades 9-12. FFA is called Novice and Advance.

Champion and Reserve ribbons will be awarded in each section. One overall Grand Champion and Reserve Grand Champion will receive rosettes.


Award: Whitman County Wool Growers
Whitman County Wool Growers Association will award the following cash awards to the first and second place winners in all divisions. The award is sponsored by the Wool Growers Association to promote the use of wool.
First Place - $20.00
Second Place - $15.00
If there are not enough entries for a division, they will compete with another division and the cash awards for that division will not be given.


Division 6: Sheep Grooming Contest

The purpose of the "Groom Squad" contest is to demonstrate fitting of sheep for showing.

  1. Competing Groom Squads will be comprised of 4 4-H and/or FFA members who are registered exhibitors of the Fair.
  2. Rules for Fitting and Showing will be according to 4H Manual E.M. 1982.
  3. One hour will be allowed to fit the sheep.
  4. No electric clippers or cruelty to the animal will be permitted.
  5. Sheep and trimming stands will be provided for each squad.
  6. The Groom Squad may bring the following materials: cards, hand shears, rags and two buckets of water. (No wetting of the fleece.)

Groom Squads will be judged on the following:

Award: Whitman County Wool Growers

  1. Each exhibitor is responsible for the safety, care, feeding and watering of their own animals. Exhibitors will provide their own feed (1 bale per animal, for the duration of the fair) and bucket/pans. For safety reasons, no hay nets please.
  2. Only clean well groomed animals will be accepted for exhibit. Hooves must be trimmed, and hair to breed standards. Exhibitor shall keep their animal, pen and surrounding area well groomed throughout the fair.
  3. Goats that do not conform to any breed standard will be entered in the crossbreed class. Superintendents shall determine entry class. In cases of limited numbers, classes may be combined to create competition.
  4. Breeds which require horns, in their standards (i.e. Pygmy) will not be disqualified for dehorned or polled animals and vice versa. Goats do not have to be registered.
  5. No kids less than 2 months of age may be shown. These kids may be used as an educational display.
  6. Small Animal Showman Round Robin. Open to all 4H (except primary), FFA, and Open Class Youth Fitting and Showing Champions exhibiting a goat, OR rabbit, OR chicken. Contestants shall compete on all three species to be judged champion. In the event of a tie, a tiebreaker will be arranged.
  7. Competition order to be determined by Superintendent.
  8. 4-H scoring is based on the 4-H Merit System, 1st place blue, 2nd place blue and so on.

General Rules and Regulations
Poultry entries are to be made to the Fair Office no later than August 1. All exhibits will be placed by 9 p.m. Wednesday, and are not to be taken out until after 5 p.m. Sunday. Superintendents will not care for or be responsible for birds which remain after 7 p.m. All entries shall be entered by breed. Exhibitor must own poultry they exhibit. All showman must sign up for barn duty.

Poulty Pullorum Testing
Washington has a "Pullorum Clean" status and to maintain this designation all poultry going to shows or fair must either test negative at the show, or come from a flock that has tested negative in the previous 90 days, or come from a flock that has tested negative and is a member of the National Poultry Improvement Plan.
Effective in 2008, poultry entering the Palouse Empire Fair may be tested for Pullorum at entry time. Birds testing negative will be leg banded and the owner will receive a certificate of testing.
All birds are subject to veterinary inspection. Birds must be free of parasites. Birds must be clean. Superintendent will feed birds. Feed is provided by Pullman Grange Supply.
Birds shall be a minimum of 4 months old in order to be judged.
Superintendent reserves the right to limit number of entries per exhibitor.

A standard display will consist of the number of vegetables indicated in each class. Odd or curious vegetables are not encouraged. Each exhibitor will be limited to one entry in a variety. All entries shall be in place by 9 p.m. Tuesday, and shall remain in place until 5 p.m. Sunday. Vegetables shall be grown by the exhibitor.

NOTE: Each exhibit shall be uniform in size and color. All root crops should be washed gently not scrubbed to the point that outside skin is injured. Vegetables such as beets, carrots, turnips and onions should have one to two inch stems. Leave root tips on. Fine roots should be taken off, trimmed with shears or sharp knife to avoid injury to the exhibit.

  • Onions should have one outside layer of dry skin left on.
  • Vegetables such as cabbage and cauliflower should have at least one layer of protective leaves left on and stem cut even with base of the head.
  • Tomatoes should have either all stems on or all stems off. Stems should be left on fruit if possible.
  • Rhubarb, pull stems from crown, clean, but do not cut. Leave about one inch of leaf at the top.
  • Beans (shelling stage) should have well formed beans in pods. No beans missing in pods.
  • Beans (snap stage) should have beans in pods not formed enough to be very noticeable.
  • Potatoes should have no sunburn, cuts or worm holes.

Please read all rules on first page of this department, as they apply to every exhibitor, and this division, as well as the following:

  1. All exhibitors must register and participate in fitting and showing.
  2. Proof of current rabies vaccination required. This may be sent in advance with registration or to the superintendent. Without proof of rabies vaccination, cat will not be allowed to show, NO EXCEPTIONS.
  3. Cats are to enter and exit through the main gate in a carrier cage.
  4. Cats must wear a harness at all times while on the Fairgrounds.
  5. Owners are not allowed to walk the grounds with their cats.
  6. Members shall be enrolled in an approved 4-H Cat Project and have cared for and trained their cat for at least 90 days prior to the Fair.
  7. Only one entry per exhibitor division.
  8. No pregnant or nursing cats may be shown.
  9. Decorated cage entries are welcome and encouraged but space must be arranged in advance so you must notify the superintendent prior to fair. Cages must be brought to the Fairgrounds on Wednesday from 1 pm to 9 pm. And placed at Old McDonald"s Barn building. Spaces will be marked for the cages. It is crucial to have your entry tag completed and attached to the cage as the building is often unattended. DO NOT take the cages to the 4-H Building.

Premium points will be awarded for Section 1 Fitting and Showing, Section 5 Decorated Cage, and Section 6 Educational Displays only.

Cages shall be a minimum of 24" square. Participants provide their own cage. All decorated cages must have the cats" safety foremost in mind. There must be a feed dish, water, and litter box. There shall be room for the cat to stretch out. The cage should be covered on 3 sides and top and bottom. Cats can be in their cage during the cat show only.

Each exhibitor will be provided a "goodie bag" at the dog show,courtesy of Rosauer's Foods,Colfax Special Thanks to Denise Waiting, Toshay Kennel, for providing each dog in the show a special toy, and for sponsoring the Palouse Empire Fair 4-H Dog Show. Palouse Hills Dog Fanciers is awarding a $25 gift certificate to www.dogwise.com to each of the Grand Champions in Divisions 1,2, and 3. All exhibited animals shall meet health requirements set by the Palouse Empire Fair. Dogs shall be clean and fully groomed.
Proof of current Rabies vaccination is required. This may be sent in advance with registration or to the superintendant. Without proof of Rabies vaccination, dog will not be allowed to show---NO EXCEPTIONS. Females in season may be entered only if wearing britches and have the approval of the Superintendent.
All dogs shall be kept on a leash and/or benched at the Fair. Dogs and handlers are to come through the Main ticket gates and are then permitted only in the area of Old McDonald"s Barn. If they are used for demonstration or judging elsewhere, they shall be taken directly there and back under adult supervision at all times.
No dog is to be left unattended, tied or staked. No dog is allowed to bark unnecessarily. Exhibitor is responsible for the conduct and control of dog at all times.
Members must be enrolled in a credited 4-H Dog Project and have cared for and trained for at least 90 days prior to the fair.
In order to participate in the agility class member must have attended a minimum of six(6) agility practices prior to Fair, and will be a release to sign and return. Only one entry per exhibitor in each division.
Premium points will be awarded for Fitting and Showing and Agility divisions only. Awards: Divisions 1,2,and 3 Champion and Reserve Champion ribbons awarded to top two entries in each class. Grand Champion and Reserve Champion Rosettes awarded to overall top entries for off-leash and on-leash in each division. People's Choice ribbons awarded division 4.

Fair Dollars:
Palouse Empire Fair will pay each individual or group exhibitor(s) $20.00 for their presentation/demonstration at the Palouse Empire Fair. Entries will not be judged. Superintendents will schedule presentations in 15 minute time slots or as needed. Open to all previously judged 4H and FFA Presentation/Demonstration exhibitors. All entries are to pre-register with the 4H office by August 1.
